A commercial driver's first ten minutes are governed by federal rule, not by judgement: hazard flashers immediately on stopping, then warning devices placed within ten minutes. Only after that is the recovery call the priority — and on a divided highway like the 91 or I-15, the device placement is different from what most drivers were taught for a two-lane road.
Everything after that is about matching equipment to the situation, and a commercial recovery has three variables a car tow does not: the air brakes, the cargo, and whether there is room to set up. Get those three onto the phone accurately and one truck does the job.

The First Ten Minutes Are a Federal Requirement, Not a Suggestion

Hazard flashers go on the moment the truck stops, and stay on until the warning devices are out. Federal regulation 49 CFR 392.22 puts it in those terms for any commercial motor vehicle stopped on the travelled portion or the shoulder of a highway for any reason other than a necessary traffic stop.
Then the devices, as soon as possible and in any event within ten minutes. On an ordinary two-way road the placement is:
  • One on the traffic side, about ten feet from the vehicle, toward approaching traffic.
  • One at roughly 100 feet toward approaching traffic, in the centre of the lane or shoulder the truck is occupying.
  • One at roughly 100 feet in the other direction, away from approaching traffic.
In daylight that means three bidirectional reflective triangles or three lighted fusees, still inside the ten minutes. Two exceptions worth carrying in your head: if fuel or any flammable liquid or gas is leaking, no flame-producing signal goes anywhere near it — triangles only. And inside a business or residential district the devices are not required unless lighting is poor enough that the truck is not clearly visible at 500 feet.

On the 91 and the 15, the Placement Rule Changes

Both of Corona's freeways are divided highways, and 392.22 has a separate rule for those. On a divided or one-way road the devices go at 200 feet and 100 feet toward approaching traffic, in the centre of the lane or shoulder the truck occupies, plus one on the traffic side within ten feet of the rear of the vehicle.
That is a different geometry from the two-way pattern, and it is the one that applies to almost every commercial breakdown in this city — the 91 across town, the I-15 north and south, and the interchange between them.
There is a third case that matters locally. If the truck is stopped within 500 feet of a curve, the crest of a hill, or anything else blocking the view, the regulation requires a device placed toward that obstruction somewhere between 100 and 500 feet out, far enough to give approaching traffic real warning. On the grades and bends of the I-15 and the 91 through the canyon, that is the difference between a warning drivers can act on and one they meet at the last second.

Why a Commercial Recovery Is Not Just a Bigger Tow

Three things change once the vehicle is commercial, and none of them are simply weight.
The brakes are the first surprise. Air brakes are designed to apply when they lose pressure, which is exactly the right safety behaviour and exactly the wrong thing for a recovery. A tractor that has lost air has locked wheels — it will not roll, and no amount of pulling changes that. The spring brakes have to be released mechanically before the unit moves, or it goes onto equipment that lifts the locked axles clear of the road entirely.
The cargo is the second. A loaded trailer may simply be too heavy to recover as one piece, and if the load has shifted, the weight is no longer where the equipment expects to find it. Sometimes the cargo is transloaded to another trailer before anything else happens. Worth noting that securement for the onward journey is regulated too: FMCSA's cargo securement rules require a system able to withstand 0.8 g of forward deceleration and 0.5 g rearward and laterally, with an aggregate working load limit of at least half the weight being held.
The equipment is the third. A heavy-duty wrecker pulls in line with the truck. A rotator's boom turns, so it can lift a load and swing it sideways — which is what allows an overturned tractor-trailer to be righted or a unit to be lifted out of somewhere a straight pull cannot reach. Rotators need room to set up and deploy outriggers, which is why the first question about the site is usually how much space there is. Both live under heavy duty towing, and anything off the pavement becomes winch out and recovery first.

What Dispatch Needs From a Commercial Call

Four categories, and the reason to give all four is that each one rules equipment in or out. A commercial recovery sent short of information is the one that needs a second truck.

The Vehicle

Type and configuration first: straight truck, tractor only, tractor-trailer combination, bus. Then the axle count, the GVWR or gross combination weight, and whether the trailer is a dry van, reefer, flatbed or tanker. A bobtail tractor and a loaded 53-foot combination are different jobs with the same phone call.

The Load

Loaded or empty, roughly what weight, and what the commodity is. Three things need flagging without being asked: anything hazardous, anything temperature-sensitive, and anything that has visibly shifted. Hazmat changes who has to be involved, a reefer load puts a clock on the whole recovery, and a shifted load changes where the weight sits before anyone lifts anything.

The Failure

Four yes-or-no answers cover most of it. Does it roll? Does it steer? Does the air system hold pressure? Is it upright and on the pavement? A truck that rolls and steers with good air is a tow. Any no in that list moves it toward a rotator, a lift, or a recovery, and saying so on the phone is what gets the right rig loaded on the first dispatch.

The Site

Freeway and direction of travel, nearest exit, and which lane or shoulder. Then the working room: shoulder width, whether there is a grade, whether the truck is against a barrier, and whether there is space alongside for outriggers. Overhead clearance matters on the route out as much as at the scene, and surface-street weight limits can rule out the obvious way back to a yard.

The Tow Is Rarely the Expensive Part

On a commercial breakdown the recovery invoice is usually not the number that hurts. The load has a delivery window, the driver has hours that are running whether the truck moves or not, and a tractor sitting on a shoulder is a unit not earning. That is why the useful question is how fast the right equipment arrives, not which quote is lowest.

One thing worth knowing on the paperwork side: in California, anyone charging for towing or storage must give the vehicle owner an itemized invoice of actual charges before taking payment, under Vehicle Code section 22651.07. The same section gives the owner the right to inspect the vehicle without a fee, to have their insurer inspect it at the storage yard at no charge during business hours, and to retrieve it within the first 72 hours of storage without paying a lien fee.   1. Unit and trailer numbers, and the DOT number if the carrier wants it on the paperwork.
  2. Gross weight and whether the trailer is loaded.
  3. The commodity, plus hazmat or reefer status.
  4. Who authorises the spend — driver, dispatcher, fleet manager, or an insurer.
  5. Where it is going: terminal, dealer, or a repair shop, with an address rather than a name.

Where Commercial Recoveries Get Hard in Corona
