The First Ten Minutes Are a Federal Requirement, Not a Suggestion
Hazard flashers go on the moment the truck stops, and stay on until the warning devices are out. Federal regulation 49 CFR 392.22 puts it in those terms for any commercial motor vehicle stopped on the travelled portion or the shoulder of a highway for any reason other than a necessary traffic stop.
Then the devices, as soon as possible and in any event within ten minutes. On an ordinary two-way road the placement is:
- One on the traffic side, about ten feet from the vehicle, toward approaching traffic.
- One at roughly 100 feet toward approaching traffic, in the centre of the lane or shoulder the truck is occupying.
- One at roughly 100 feet in the other direction, away from approaching traffic.
In daylight that means three bidirectional reflective triangles or three lighted fusees, still inside the ten minutes. Two exceptions worth carrying in your head: if fuel or any flammable liquid or gas is leaking, no flame-producing signal goes anywhere near it — triangles only. And inside a business or residential district the devices are not required unless lighting is poor enough that the truck is not clearly visible at 500 feet.
On the 91 and the 15, the Placement Rule Changes
Both of Corona's freeways are divided highways, and 392.22 has a separate rule for those. On a divided or one-way road the devices go at 200 feet and 100 feet toward approaching traffic, in the centre of the lane or shoulder the truck occupies, plus one on the traffic side within ten feet of the rear of the vehicle.
That is a different geometry from the two-way pattern, and it is the one that applies to almost every commercial breakdown in this city — the 91 across town, the I-15 north and south, and the interchange between them.
There is a third case that matters locally. If the truck is stopped within 500 feet of a curve, the crest of a hill, or anything else blocking the view, the regulation requires a device placed toward that obstruction somewhere between 100 and 500 feet out, far enough to give approaching traffic real warning. On the grades and bends of the I-15 and the 91 through the canyon, that is the difference between a warning drivers can act on and one they meet at the last second.
Why a Commercial Recovery Is Not Just a Bigger Tow
Three things change once the vehicle is commercial, and none of them are simply weight.
The brakes are the first surprise. Air brakes are designed to apply when they lose pressure, which is exactly the right safety behaviour and exactly the wrong thing for a recovery. A tractor that has lost air has locked wheels — it will not roll, and no amount of pulling changes that. The spring brakes have to be released mechanically before the unit moves, or it goes onto equipment that lifts the locked axles clear of the road entirely.
The cargo is the second. A loaded trailer may simply be too heavy to recover as one piece, and if the load has shifted, the weight is no longer where the equipment expects to find it. Sometimes the cargo is transloaded to another trailer before anything else happens. Worth noting that securement for the onward journey is regulated too: FMCSA's cargo securement rules require a system able to withstand 0.8 g of forward deceleration and 0.5 g rearward and laterally, with an aggregate working load limit of at least half the weight being held.
The equipment is the third. A heavy-duty wrecker pulls in line with the truck. A rotator's boom turns, so it can lift a load and swing it sideways — which is what allows an overturned tractor-trailer to be righted or a unit to be lifted out of somewhere a straight pull cannot reach. Rotators need room to set up and deploy outriggers, which is why the first question about the site is usually how much space there is. Both live under heavy duty towing, and anything off the pavement becomes winch out and recovery first.
